This study is intended to draw the priorities of the reorganization, to convert centralized state operating system into decentralized state operating system. To achieve purporse of this study, I reviewed theoretical discussions on concept and significance of state operating system, type of state operating system, a basic element of state operating system, and review relevant previous studies.
I surveyed expert opinion survey and derived policy implications. Firstly, the policy implications are that the improvement of office work distribution system between central and local government and strengthening of fiance selfgoverment are analyzed as the most urgent. Secondly, Focusing on local government participation of national affairs and improvement of central government control on local government, rather than local transit of the special local administrative agency, improvement on the local police self-government and educational autonomy system faced strong opposition is that there are highly feasible.
Thirdly, Focusing on local government participation on national affairs is desirable to place priority, rather than improvement of central government control on local government. Finally, recently decentralized the revision of the Constitution is being discussed. To revise the constitution like France, there is a need to prepare a strategy of promoting decentralization.
