This study offers a comparative analysis of the child protective service systems in Korea, the US, and Japan. The comparison is based on a review of the child welfare legislation in each country, as well as the delivery system of service, the content of services, and the financial resources available.
In Korea, the Child Welfare Act was revised and the Special Act for the Punishment of Child Abuse was legislated in 2014. Now, the child protective service agency has more authority to intervene in cases of child abuse. However, there is still room for improvement in the system. In the US and Japan, child protective service workers are public officials and have job stability. In order to increase the effectiveness of the child protective service in Korea, our government has to guarantee social stability to the workers as well. In addition, like the governments of the US and Japan, the Korean government should fully fund the agency.
