Today chaebols, Korea’s industrial conglomerates, have grown to be not only domestic players, but also global ones in business over the past half-decade. Some find the origins of chaebols in the colonial or early post-liberation period, but chaebols began to take basic forms with the implementation of the heavy and chemical industrialization (HCI) drive during the 1970s, being a junior partner of the developmental state. The relationship between the state and chaebols began to change from the 1980s, and the Korean people have heard phrases like the “chaebol republic” or the “Samsung republic” since the 1990s. This means that nowadays chaebols have a huge influence not only in the economy but also in political, social and cultural affairs. Today, chaebols are considered to be an equal player or even a dominant one vis-a-vis the state. However, although the growth of the chaebols has been aided by the Korean people in many ways, they neither recognize this nor take any responsibility for it. The results are a deepening of socio-economic problems related with the “economy of irresponsibility,” such as cronyism, economic rent-seeking, wealth concentration, labor exclusion, and the chaebols’ dominance in society. Problems associated with the neo-liberal transformation of the Korean economy since the 1997 crisis have also been caused or exacerbated by the chaebols’ increasing influence and dominance, which necessitates their reform in today’s Korea.
