Report Errors

The purpose of this study was to draw some implications of the United States of America"s agriculture and agricultural education to Korea. For the purpose, this study reviewed USDA (United States Department of Agriculture)"s policy including the Farm Bill, and selected agricultural statistics of the U.S.; NIFA (National Institute of Food and Agriculture)"s policy of agricultural education and selected strategic plans of U.S. agricultural education non-government groups; and the current status of agricultural school education and agricultural extension.
The U.S. has made a systemic and stable approach to agricultural education from the year of 1862 when USDA and the Morrill act was made. As public input for agriculture has been declining since 1980s, U.S. agricultural education has developed new strategies to cope with the changes including 1) dealing with broad educational contents rather than traditional agriculture, 2) focusing on transferable skills through working experiences, 3) developing teachers" professionalism, and 4) connecting with general education institutes and communities. These changing directions are common in Korea as well as most countries advanced in agriculture. However, how the direction and strategies have been made and how many stakeholders are sharing the vision are different among them. Korean agricultural education needs more articipation of various agricultural groups in policy and program making processes, which would make them more effective and endurable.

○ 이 연구는 미국의 농업 및 농업교육의 최근 동향 검토를 통해 우리나라 농업교육 발전에 주는 시사점을 도출하는 데 있음.
○ 연구 목적 달성을 위해 미국 농업과 관련하여 미국 농업법(Farm Bill)과 농무부(USDA)의 농정 관련 자료, 그리고 주요 농업통계를 검토하였음. 농업교육과 관련하여 미 농무부 산하 NIFA의 정책과 1980년 이후 미농업교육학회 등의 주요 농업교육학계의 변화전략 등과 초·중등 농업교육과 중등 이후 농업교육 관련 통계자료를 분석하였음.
○ 미국은 1862년 연방정부에 농무부가 설립되고,MorrillAct(1862)등이 차례로 마련되면서, 농업교육의 안정적 틀이 마련됨. 연방정부와 주 단위, 지역 단위 조직과 시설이 유기적으로 운영되면서 농업인뿐 아니라 농업계 학생, 교사 및 교수, 연구자들에 대한 지원 및 상호 네트워크가 형성되어 있음.
○ 최근 농업 비중의 감소에 따라 농업교육에 대한 예산 투자가 지속적으로 감소하면서, 1980년대 이후 미국 농업교육 종사자들은 시대변화에 대응하기 위한 농업교육 미래 전략을 정기적으로 제시하고 있었음.
○ 변화에 대응하는 미국 농업교육의 큰 흐름은 ① 전통적인 농업에서 벗어나 보다 광범위한 내용(morebroadcontents)에 대한 접근, ② 학문 현장과 일 현장의 연계 강화, ③ 농업교육 교수요원들의 전문성 개발을 위한 활동 강조, ④ 다른 일반교육기관 및 지역사회와의 연계 강조 등이었음.
○ 이러한 발전 전략과 구체적인 프로그램의 방향은 미국뿐 아니라 우리나라도 공유하고 있는 상황임. 하지만 이러한 계획의 개발과정에서 얼마나 다양한 농업관계자들이 참여하고, 비전에 대한 공감대의 폭이 넓은가에 있어 차이가 있음. 최근 농업교육에 대한 투자계획이 현장의 변화로 이어지도록 하기 위한 각종 사업의 정교한 설계에 보다 많은 농업관계자들의 참여가 이뤄져, 계획과 동시에 실행력이 담보되고, 모두가 같이 책임져가는 농업교육이 되도록 노력이 필요함.
