The purpose of this study is to empirically analyze the differences in perception between interest groups regarding the factors on activation of private investment in tourism. As a result, the study contributes to the priority determination while considering the differences in perception among stakeholders on activation policy of private investment in tourism. The interest groups are classified into three groups which include the first group(experts in tourism investment), the second group(public officers in private investment) and the third group(investment experts in private enterprise), and analyzed by using AHP method. The hierarchical structure of decision-making of the factors on activation of private investment in tourism is divided into 4 tiers. Tier 2 is composed of business support, policy support, financial assistance and taxation support, and tier 3 is comprised of profitability-based trust, risk management, administrative support, function enhancement, direct and indirect support. Tier 4 is composed of 11 limiting factors and 10 activating factors based on the results of preceding studies. As a result of the analysis, it was found that the groups of experts in tourism investment and public officer in private investment placed a priority on objective profitability analysis and practical analysis of tourism demand in order to ensure the trust in investment. In the group of investment experts in private enterprise, it was found that they placed a priority on local taxes exclusion in taxation support as a factor of investment activations.
