This study aims to build the CB-SPOEM and develope the common and specialization evaluation index of lifelong learning programs in Chungcheongbuk-do. For this work, we designed the CB-SPOEM of lifelong learning programs as a three stages with selection evaluation, process evaluation and outcome evaluation stage. We conducted evaluation items survey to evaluation stages and lifelong learning programs, and then took a t-test.
Thirty-four as common evaluation indices were selected, which were composed of eleven indices in five domains of selection stage, thirteen indices in five domains of process stage and ten indices in four domains of outcome stage. And as specialization evaluation indices, nine indices in vocational education program, six indices in cultural art education program, six indices in liberal humanity education program and five indices in citizen participation education program were selected.
Also, we calculated the weights of each evaluation domains for common and specialization evaluation indices to be applied to evaluation of lifel ong learning programs in Chungcheongbuk-do,
