The central area of Yemaek(濊貊) culture is thought to be around Yoseo (遼西), Joyang(朝陽), and Sipidaeyeongja(十二臺營子) from around the twelfth century BCE to the seventh century BCE. This Yemaek group advanced to the complex society at the level of chiefdom from around the eighth century BCE to the sixth century BCE. And the residence group in the Liaodong(遼東) area of the Yemaek group, which was perceived around the sixth century BCE-fifth century BCE as Bal Joseon(發朝鮮), with the Jeongga Waja(鄭家窪子) culture type in the Simyang(瀋陽) area, should have had a political structure such as a complex chiefdom. At the end of the fourth century BCE Ancient Joseon had entered the state level according to state formation theory
From around 314-311 BCE Ancient Joseon attacked the eastern area of Yan(燕) China. To this attack Yan replied in 282-280 BCE with a successful counter attack that seized a wide area of approximately 800 kilometers and maintained the border at the Manbeonhan(滿番汗), that is, the Cheonsan(千山) Mountains. Yangpyeong(襄平), which was in the central area of Yan’s Liaodong(遼東郡), should be Gyehyeon(?縣) in Habuk Province(河北省) rather than the present-day Liaoyang(遼陽) area. The Yan’s domination policy for the Liaodong area was a strategy to control trade routes depending upon the scattered central places.
Jin(秦), which followed Yan, was very close to Ancient Joseon. Thus Ancient Joseon could expand its power to the western part over the Cheonsan Mountains during the transition from the Chinese Jin Dynasty to the Han Dynasty. In the meantime, the Xiongnu also had the same chance as Ancient Joseon to expand their power. Thus Ancient Joseon maintained Paesu(浿水), that is, Honha(渾河), as the border with the Han Dynasty.
Emperor Mu(武帝) of the Han Dynasty adopted his world policy so to re-arrange the two dimensional East Asian international order, and to partake of hegemony with the Xiongnu. Thus he waged war to directly attack Ancient Joseon, which had transformed its position from Han’s external subject(外臣) to the left arm of the Xiongnu(匈奴之左臂), and indirectly weakened the power of the Xiongnu.
