Tradable emission permits recently has become a popular regulatory policy to tackle various environmental problem, from global warming problem to local air pollution issues. Korea also introduced a tradable emission permits system to reduce air pollution in the Seoul metropolitan area. This paper examines key attributes of tradable emission permits, in particular, from the perspective of property rights theory. After discussing the implication of tradable emission permits on property right structures, this paper compares the tradable emission permits system of the Seoul metropolitan area with other similar policy cases abroad. In particular, the implication of various permits allocation methods on property rights structures are examined in the paper. Allocation issues include the comparison of auction and grandfathering method, criteria by which permits are allocated to program participants, scopes of program participants, and allocation to new entrants.
