For the first time in Germany and in the course of the 19th century, the study of history had been institutionalized in university system. This process has been credited for having a close connection with the Prussian university reform and the rise of German historicism. The historical seminar was believed the final station of the institutional development of history at German universities and also the prime motor for its further development as an autonomous discipline. It has been regarded as a place where the unity of research and teaching was realized, and young students were trained to professional historians.
However it was not resulted from the growth of historicist history and deliberate actions of founding fathers of modern historical scholarship such as Ranke and Droysen. Historical seminar evolved from a great number of private circles of professors and students who were engaged in the critical study of source materials, repeating and emulating the development of philological seminar with some modifications. But the famous leaders of this private scholarly circles―Ranke and Waitz―preferred a loose and unofficial form of historical studies to official ones. The official recognition of historical studies as a seminar organization was motivated by the consideration for the training of secondary school teachers.
