This study is intended to explore the Japanese advancement system on lifelong education and the policies effectiveness, and present implications for Korean lifelong education. The research findings are as follows. First, as for history of Japanese lifelong education, it has continuously expanded since the Meiji Restoration. Second, the lifelong education was conducted based on the Social Education Act, a sub-law of basic school education law in the past. However, Lifelong Learning Promotion Act was recently established to conduct the lifelong education on a equal footing as basic school education law. Third, the base of lifelong education for both Metropolitan governments and local governments has shifted from Community Center to Lifelong Learning Center. Fourth, right after the World War II, the government stimulated enlightening social education through Community Center to make it through the difficult times based on national unity. During the high growth era in the 1980s, however, the education revolved around leisure activities and facility establishment. Fifth, the population decline due to a lower birth rate led to a decrease in the number of Community Centers, leading to nationwide expansion of Lifelong Learning Centers and intensive execution of projects on shaping towns and humans. The changes in the Japanese lifelong education have the following implications for Korea. First, Korean continuing education policies should also be enforced continuously with the goal of expanding Lifelong Learning Cities. Second, a nationwide network should be established. Redundant investment in cyber education should be minimized and cooperation and collaboration are essential.
