The current study dealt with the phenomenon that ethical consumption becomes a new governmental technology, used as one way of realizing neoliberalism and disguising itself as a free will of consumers, based on the governmentality concept of Foucault. To investigate this, the study analyzed fair trade movement of ‘beautiful coffee’ and examined knowledge, truth and technologies as government mechanism of ethical consumption that operate neoliberal government. It was found that ethical consumption as self-development is voluntarily combined in neoliberal government, leading people to feel social responsibilities as their own through increased autonomy and empowerment. This debate is regarded to have significance in suggesting critical perspectives for appropriate direction of understanding about ethical consumption in environmental education. The high school ‘Environment and Green Growth’ curriculum and textbooks revised in 2009, were also found to emphasize the importance of ethical consumption. The analysis of this study showed that the curriculum and textbooks were promoting ethical consumption by having students evaluate their own consumption behavior, which can be regarded as the governmental technologies using each student’s freedom of choice. Environmental education should take a more critical and reflective attitude toward teaching ethical consumption in that they are very likely to reinforce and reproduce neoliberal governmental strategy.
