In these days, ‘Sharing’ is the key concept for changing the way of citizen’s life for the better community. The ‘Seoul Transport Vision 2030’ recently pronounced by Seoul Metropolitan Government (SMG) also revealed that ‘Sharing’ is the keyword for future transport policies together with ‘Human’ and ‘Environment’. These trends demand efforts for identifying what we can share in the transport sector and how the shared transport can be actively used.

This study defined ‘Shared transport’ as a transport system operated in the area between private and public transport systems for better social, economic and environmental benefits than existing systems. Based on this definition, major targets for sharing are identified. An evaluation scheme was proposed and applied with the aid of transportation experts.

The identification efforts revealed four areas of transportation:carpool, car sharing, bus sharing, bike sharing and parking sharing. For the wide use of such shared transport systems, various policy efforts should be implemented including revision of laws and provision of effective incentives. Above all, this study suggested that SMG should introduce supporting systems, namely “Shared Transport Center” and “Shared Transport Card”. These systems are expected to facilitate the use of shared transport in an integrated manner so that shared transport users are able to easily access to various systems with reasonable costs. Eventually, the systems will enhance the key success factors of shared transport:quality and reliability.

Expected benefits from the four areas of shared transport were estimated in terms of modal share and monetary value. Assuming that the shared transport systems are widely utilized, it was estimated that they can replace about 2.2% of total trips in Seoul. The shared transport systems are expected to reduce car ownership rates and induce efficient use of cars and parking spaces. Thus, the number of parking spaces can be cut and car owning and operation costs can be saved. The estimated monetary value of parking space saving amounted to about 2,000 billion Won. The estimated saved car owning and operation costs were about 106.2 billion Won annually.

This study is meaningful in that shared transport systems were reviewed considering Seoul’s transport conditions. However, only a limited area of issues could be covered due to time and budget constraints. Future studies are encouraged to handle various topics in depth arising from the stages of planning and implementation of shared transport systems.
