After the fall of Dang(唐), the international order throughout East Asia started to shift. Khitan and Sung formed a new diplomatic system as equals. They sent envoys to each other to celebrate New Year s Day, the emperor s birthday and coronations, and to inform the other of the death of their emperors.
A new aspect that should be noted in this new diplomatic system is the “Ha-Saeng"shin-sa(賀生辰使)” envoys, which were dispatched to the other country to celebrate the birthday of the other dynasty s ruler. At first, these envoys were sporadically dispatched between Khitan and the Late Chin(後晉). After Khitan and Sung signed a treaty in 1005, the practice became a regular diplomatic event. The envoys of this particular function were sent every year.
Especially in Khitan, birthday celebration was considered far more importantly than by either Dang or Sung. Khitan regularly deployed them, and sent them to a larger group of countries. Khitan sent envoys to participate in the enthronement ceremonies of Goryeo. When the Goryeo king deceased, Khitan sent envoys to express condolence, and to instruct expiration of the mourning period at the end of the national funeral. Then Khitan would officially entitle the King of Goryeo. Every year Khitan sent envoys to celebrate the King s birthday between the investiture and the king s decease. Birthday celebratory envoys did not visit Goryeo in times of confrontation between the two countries.
This new trend of regular birthday celebratory envoys visiting Goryeo was a new international practice for Goryeo. It was considered as the courtesy to the Goryeo king as well. As a result, Khitan could peacefully monitor Goryeo which tried to reopen diplomatic relations with Sung. It led to a friendly relationship between Khitan and Goryeo.
