Korea has gone through a very rapid process of industrialization and urbanization. Since the 1960s the country has developed many new towns almost over the whole country. Some of them are newly created satellite cities, while others are new urban development projects created within the existing cities. The urban development projects are considered to be successful in the aspect of the physical quantity; however, they may not be very successful if one considers the quality of the communities that they have created. In fact, many authors have criticized the outcomes of the urban development projects, in relation to self-sufficiency, affordability, open-space, and building design, for example. This paper proposes to provide a set of guidelines which can be used for analysing and evaluating Korean urban residential development projects. It introduces, analyses, and evaluates urban planning movements of England and the United States, occurred in the very late 19th century. Based on the analysis of major planning movements such as Garden City, City Beautiful, and New Urbansim, the paper articulates factors contributing to building new sustainable and desirable communities.
