This paper examines the construction and operation of Koguryo’s Namseong Gol Mountain Fortress in Bugang-ri, Buyong-myeon, Cheongwon-gun, North Chungcheong Province. As noted in the investigation report, Koguryo constructed the mountain fortress in the middle or the latter half of the fifth century. Nevertheless, not as reported earlier, the advance of Koguryo power to Cheongwon in order to construct the Namseong Gol Mountain Fortress occurred through the Chungju and Jungwon districts. This understanding is based on the view that Baekje ruled Hanseong at that time.
Koguryo’s maintenance of the Namseong Gol Mountain Fortress, done hurriedly with wooden barricades, seems to have been soon ended. Further, the main defense of the mountain fortress must have been undertaken toward the north. The Baekje-related articles excavated at the mountain fortress show that Baekje dominated the mountain fortress after Koguryo had retreated. It is possible that Koguryo forces in the mountain fortress were defeated by Baekje forces that maintained the Baekje mounds in Sinbong-dong, in Cheongju, and also by the joint resistance of Baekje’s Temoe Mountain Fortress in Bugang-ri, near the Namseong Gol Mountain Fortress, and the area around Yeongi-gun.
The reason Koguryo power’s left Baekje remains unclear; the allied army of Baekje and Silla may have affected that, too. These points lead to the conclusion that Koguryo power was taking control of administration in the area north of today’s Seoul and the Chungju and Jungwon districts, and Baekje in the rest of the area when Koguryo was about to attack Baekje’s capital at Hanseong. Thus the historic importance of Koguryo’s Namseong Gol Mountain Fortress is related to the Jungwon Koguryo Monument and is the reflection of Koguryo’s intent to expand its military power into the central part of the Korean peninsula.
