To secure a competitiveness city, a creativity is emphasized to the most of cities in Korea. A wide range of study activities such as the typology of creative city and the development of indicators for creative city have been performed. However, most of studies have focused on the large cities. This study aims to suggest the relationships between creative population and creative industry based on 45 middle-sized cities. This study found out that population could increase due to the establishment of a technology basis for economic development and social openness, and it is expected that the possibility to develop as a creative city will increase if the balance of talent, technology, and tolerance are made because of the continual influx of advanced manpower and research manpower in population growth cities. In population stagnated cities, the influence of talent and technology was higher, but it is analyzed that the phenomenon of population stagnation emerged because these cities were not tolerant and open in attracting creative talents. In this regard, if the support for medical and welfare centers is expanded and the acceptance of diversity is made, it is expected that these cities will grow as creative cities. In population decrease cities, the influence of talent, technology, and tolerance were comparatively balanced compared to the population growth cities and population stagnated cities, but the phenomenon of population decrease was seen. Therefore, the increase of technology in relation with research development is needed and the policies for cultural space, the management of cultural assets, and cultural artists are required.
