This study was conducted to establish a Korean index of creative cities. For the purpose, 16 metropolitan cities and provinces were selected and an empirical analysis was executed about them in terms of six areas in 2013. Besides 3T - talent, toleration and technology - of Florida which has been mostly used for establishment of the creative city index, culture, accessibility and livability were added to reflect the reality of Korea. The creative city index was prepared using min-max normalization. In addition, an index was made using 3T of Florida and six areas by applying equal weight and endogenous weight and then a total of four creative city indexes were written. After it, proper models were chosen using a multi-variated regression analysis.
According to the empirical analysis, a creative city index produced through equal weight using the six areas explained the models best. Regarding cities with a population of 13 million or less, the creative index gets lower as the size of population increases and the index was the highest when the size of employment was 3.85 million. Related to the creative city index by region, Seoul ranked first followed by Daejeon and Gyeonggi Province. On the other hand, Gangwon Province ranked 16th at the bottom, followed by South Jeolla Province and South Gyeongsang Province. This study is meaningful in that through developing the Korean index of creative cities, it has contributed toward raising creativity of each city through helping the government and regional authorities check the present position of each region by detailed variable of each area and then improve lacking parts and provide assistance.
