In the circumstances that foreign direct investment (FDI) plays an important part in the context of economic development, the study has researched factors to attract the investment. Regulatory policies as part of development strategies conducted by a country that has an authoritarian government based upon the developmental state theory and a competent bureaucracy would work as the factor to attract FDI.
The study considered Russia’s cases that the nation has attracted high FDI flows. On the assumption that Russia has equipped with the theory of the developmental state and conducted related developmental strategies, a hypothesis was framed that its regulatory policies have positively worked to attract FDI. The regulations also have protected and developed its domestic industry which boosted the domestic demand; it has been connected to an increase of FDI.
