The illegal immigrants, which have a close relationship with refugees, are mainly manifested in the followong three aspects: the illegal immigration, the illegal residence and the illegal employment. The illegal immigrants of Europe are mainly from Esatern Europe and the developing conutries in Africa, Asia and so on. In European countreies, two management methods of controlling illegal immigrants are external prevention on the border and the internal management and control. However, because of the different social backgrounds and regions, three patterns of social policy for controlling illegal immigrants have been formed: the tolerant British model, the repellent German model and the legalized Southern Europ model. China has become a new target contry for international migrants. In China, illegal immigrants are mainly classified into the following four types: the first is the illegal entry of , Indo-China refugees in the 1970s: the second type of illegal immigrants is the 300,000 to 500,000 famine victims from Democratic People"s Republic of Korea since 1990s; the third is tens of thousands of illegal alien women, mainly from Vietnam, Myanmar, and their children after they got married with Chinese men since 1990s; the forth type is all the oterh illegal immigrants in China since the 21st century through illegal immigration, illegal residence and illegal employment. In order to solve the alien immigrant problem in China, especially the illegal immigrant and refugee problem, we need to borrow the successful expericence of the social policy to control illegal immigrants in Europe from the following two levels: the legal regulation and the institutioanl construction.
