The present study aims to evaluate whether the goal numbers of new employee with disabilities set by Korean Employment Agency for the Disabled (KEAD) is reasonable. It also intends to suggest proper level of numbers for goal setting in future. This study compares KEAD with those of other organizations which provide similar services by using indicators such as average total times required for employment, average task input times for one employee, and average employment cases per staff.
The analysis of average total time required for employment shows that it takes 49.7 days for the disabled and 31.5 days for the non-disabled. It takes 1.6 times longer for the employment of the disabled. The same analysis demonstrates also that the manpower efficiency of KEAD is not worse than that of other organizations. The average task input times for one employee in KEAD is revealed to be 22.1 hours, while it is 16.6 hours in Employment Centers. Considering the fact that it takes 1.6 times longer for the employment of the disabled, KEAD appears to input times for the task of job placement service efficiently. The average employment cases per staff of KEAD are more than that any other organizations in and abroad.
The study suggests three options for reasonable setting of goal numbers of new employee: (1) using existing methods based on the average employment cases per staff (2) relying on international standards (3) following the adjustment of the goal numbers of the employment of the severely disabled.
It appears to be important for KEAD in setting the goal numbers of employment to lay stress on the increase of total times of job placement tasks not on the increase of manpower efficiency.
