Development of natural resources for producing energy is nowadays one of crucial issues in the world. In the spread of nationalism and keen competition of secure natural resources, the early dominance of overseas natural resources development must be more highlighted, especially like Korea that there is scanty of natural resources in domestic territory.
In terms of national energy strategy, the government of Korea gives positively support to the business for overseas natural resources development. But most countries which have a plenty of natural resources, inter alia Russia, Australia, Indonesia, Malaysia mentioned in this research, try to impose legal restrictions on foreign companies which invest a vast sum of money in the development of natural resources in their countries with diverse methods, such as license, tax, royalty, etc.
Therefore, overseas investment companies should deliberate when they invest a vast sum money in the overseas natural resources development business. In addition, the government should draw up more effective plan to support for the business of development overseas natural resources, such as fostering as much excellent skilled legal, financial, or technical manpower as possible on the overseas natural resources development program.
