The immediate goal of this article is to explore the relationship between institutional aspects and a trusting culture. Specifically, institutional arrangements that affect equality in a society are highlighted. By drawing on the “state-centered” approach in social trust literature and the “power resource” perspective, it elaborates the rationale of how these institutional aspects influence levels of social trust across nations. Using the ISSP 2004 module with other macrolevel datasets, this article conducts a cross-national analysis of the determinants of social trust in 37 countries. The analysis shows that institutional arrangements matter. Centralized bargaining and broad bargaining coverage that assure effective unions increase social trust. Generous welfare policies also play an important role in engendering social trust. In summary, influence of unions in a society and welfare policy seem to be related factors. Labor market institutions and welfare policy that support equality are necessary conditions for cultivating social trust.
