The scientific debate about the Korean reunification had slowed down considerably because predictions about the demise of North Korean regime have failed time and again. Also the enormous financial transfers between West and East Germany have made a Korean reunification less feasible in the eyes of many observers. Now, as the perpetual crisis between the two Koreas has entered another hot phase, the subject of reunification has gained urgency again. This publication looks at reunification scenarios and cost estimates provided by major studies of the Institute of Strategic Studies, the Rand-Corporation, Nomura Securities and Goldmann-Sachs. It points out overly optimistic assumptions that are based on the neglect of the ‘human factor’ in the unification equations. The German experience has shown that the ‘wall in the heads of the people’ is much more persistent and consequential than its tangible counterpart. The studies ? to varying degrees ? tend to underestimate the criminal character of the North Korean regime which is pursuing the preservation of the current power structure at any cost, including the deaths of millions of its people. Hardly any scientific study deals with one of the most important consequences of the German reunification: the shift to the left in German politics that has led to the unified Federal Republic being described as ‘GDR Light’. Considering the population numbers and the ideological orientation of the North Korean populace this shift is likely to be much more serious in the case of Korea.
