This paper carries out a 2-round Delphi survey on Korea"s urban renaissance R&D programs for evaluating and forecasting the technological level. The degree of importance, the probability of occurrence, the time of occurrence, the political actions needed, and main obstacles to the projects are also investigated. The analysis result on the survey can help to determine important projects and to maximize their performance by concentrating financial support on them. Based on the survey results, a portfolio is constructed according to the degree of importance and technological level to identify where to focus on. Our major findings are as follows. First, it is exptected to provide some opportunities of new local markets creation to the enterprises, some improved environments to the local residents, and economization of resources to the govermment by utilizing current assets. Second, the effect of the R&D was identified to be significantly beneficial to related entities. Third, it was found that the cooperation among firms, researches, and the government, with reinforcement of financing to the R&D, is a critical factor in the sucess of the projects, while the insufficiency of professional manpower was a main obstacle to the project. This study is a large-scale survey that covers the scopes of the overall national urban renaissance programs, and expects to provide valuable implications to formulate the strategies and to help performing and evaluating the programs.
