The amended election law of the Federal Republic of Germany of Dec. 3, 2011, has changed the structural field of the election system for the federal lower house(Bundestag). One major problem with the amended system is that it cannot prevent the situation of overhang seats and negative weight of votes. In this paper, I suggest a modified version of the amended German electoral system, “AAM before?MMM after,” as the reform model for the Korean electoral system. “AAM before?MMM after” is an approach that combines a AAM system, which can prevent external overhang seats and improve proportionality at a national level, with a MMM, which can prevent internal overhang seats at the state level that become the reason for negative weight of votes. When I applied the “AAM before?MMM after” method to the nineteenth Korean general election, the non-proportionality index measured at 5.67, which is remarkably lower than the 15.38 during the actual nineteenth election and shows higher proportionality. In addition, the average gain level between the parties under the “AAM before ?MMM after” method was no more than 1.80, as opposed to 5.54 in the nineteenth election, which shows a balanced distribution of seats.
