Since 1997, Russia and China conducted a natural gas cooperation. The core of the collaboration was the west-east gas pipeline in China. To resolve huge construction cost and to use advanced technology, China National Petroleum Cooperation (CNPC) and Gazprom established the west-east gas pipeline consortium. However, the difference between CNPC and Gazprom on the domestic supply price in China discontinued the cooperation system. CNPC started to build west-east pipeline by itself; Gazprom began to discuss the construction of Altai Gas pipeline from Yamal Nenetz to Xinjiang, China. Nevertheless, CNPC started to construct Central Asia-China Gas pipelines and resolved the diversification of exporting natural gas in Turkmenistan. It represented the end of Russia’s Central Asia natural gas monopoly, which was the onset of competition in Central Asia between Russia and China. Russia built and opened a new natural gas pipeline from Turkmenistan to Russia. It counteracted the Chinese expansion and western investment on the pipeline. Competition in Central Asia between China and Russia affected their mutual cooperation on Altai natural gas pipeline. Since China did not need expensive Russian natural gas by importing Turkmenistan natural gas, China and Russia did not compromise the supply price of Russian natural gas on the Altai gas pipeline. Aside from the supply price, the different views on their national energy strategies were
obstacles that hindered energy collaboration. Russia used domestic natural gas as its tool of profit maximization. On the contrary, China utilized Russian natural gas as means of diversification of importing overseas resources. Furthermore, due to the enforcement of Chinese negotiation power from Central Asian natural gas imports, the introduction of Russian coal by domestic coal power plants was an uneasy obstacle. Therefore, the change of Russo-Chinese natural gas relations demonstrated the limited and convenient characteristic of their cooperation.
