This study sets out to bring constructive theoretical discussions for international development back to the frontline of development studies in contemporary Korea. Given that Korea"s academic society in the field of development studies lacks its theoretical efforts to establish a particular paradigm to interpret development policies and external/internal environments for international development cooperation, this study suggests a possible theoretical package mixing the three social theories, "social constructivism", "international society", and "network complexities", all of which emphasize the new pattern of global governance and the emergence of new actors for international development beyond the traditional nation-state. The network power involves three different aspects of networking strategies embedded in the epistemic combinations between national interest based upon realism and universalistic values based upon liberalism. First, collective power demonstrates how to incorporate a varieties of players in the domain of international development into the Korean initiative of strategic networking. Second, locational power is about how to preoccupy the strategic places or points under the networks where Korea is able to develop its development initiative for global governance. Third, designing power intends to carry out the best strategy for persuading other partners into supporting the Korean initiative, mainly by designing a new global architecture of international development. The Busan HLF-4, hosted by Korea in 2011, was a best occasion to prove this network power Korea could operate, in the sense that the Busan Forum sought to find a way of reconciling a new group of non-OECD-DOC donors and OECD DOC members, giving an official partnership to non-state development actors, and transforming a main paradigm of the current international development regimes, from aid effectiveness to development effectiveness. By investigating the positive and negative results of the Busna Forum, this study suggests a strategic intersection of policy agendas and policy principles to the future plans of the Korean international development policy: (1) three main foundations: smart power, the enhancement of accountability, and complexity in networking; and (2) six major policy agendas: the construction of ODA-national interest relations, the establishment of integrated national architecture for development, the advancement of international development policies, the construction of comprehensive partnership, the bridge role in connecting OECD and NODDs; and the facilitation of multi-functionality of development cooperation.
