This research analyzes the usage of the fund that is collected from the water users, who live downstream of the Han River to support, to support the residents in the upstream regions. The analysis focuses on examining whether the fund is spent such that the stated objectives are pursued. The findings indicates the following implications:
First, in distributing the fund among the local governments upstream, the weight attached to the area-to-population ratio of local government should be more than 0.8. This will compensate for the loss of economic opportunity to which the upstream regions are exposed because of the strict regulations imposed on land use and the environment.
Second, the process of coordination among the related government departments, which is required in the Preview of Environmental Impact or the Environmental Impact Assessment for development projects, should be improved to compensate for the economic disadvantages suffered from the resident upstream, thereby increasing the equality between the regions upstream and downstream.
Finally, it is recommended that this concept is applied to distribute the Fund among the regions in the Han river basin, given that water quality is measured at a downstream end point in the administrative borders of each region. Under this distribution method, Gyunggi province, a downstream region, will receive less of financial assistance, whereas upstream regionslike Chungbuk and Gangwon provinces will get more fund. This result means an increase in equity in the distribution of the Fund over the regions, and also a mechanism of financial compensation for the economic loss caused by unfair regulations. The result will be an overall improvement of water quality of the Han river as the recommended distribution method works as an incentive to reduce voluntarily emission of the non-point pollutants on the part of the upstream regions.
