Korea-In 1995, the administrative district re-organization to consolidate city and county has been carried out and from this integration, the unified city of rural and urban place has completed. In this study, to check the effect of this integration of the rural and urban place has achieved or not. Especially, this year is celebrating 17 years of integration and the main purpose of this study is to check the changes in the supply of urban services to the urban and rural differences in levels of support from the service providers. In this study, however, the following limitation:
First, there are many discussions with residents about the government’s integration policy in support of local government. The result of the survey comes positively even the many problems arose from the discussion, This paper shows the difference.
Second, there was a limit for collecting information and anylize it because the higher education who live in urban areas. responses back more than the other even we tried to collect all the opinions according to the gender, age, educational level, occupation and residential area.
Third, the policy evaluation process, the impact of the policy implementation is affected by factors.
Fourth, Justification for the performance measurement and analysis of the integration requires full investigation of 53 integrated cities but limited to a handful local governments. The result would not be certain and universal. But I’d like to inquire the problem of the integration even there is no evaluation of the integration which has been 17 years passed.
