The developed countries are reinforcing decentralization to build up regional governments, focused on the Provincial & Metropolitan governments in glocalization period. So this study had a conclusion that Korea has to reinforce the capability of the Provincial & Metropolitan governments as like the developed countries, to build up regional governments. In this study, we selected "Decentralization of the Provincial & Metropolitan Governments" as a measurement item, and "Devolution of the central authority", "Reinforcement of local government law", "Expansion of local fiscal capacities" as detail measurement items. And this study conducted a survey about the importance of these measurement items on specialists such as regional officials, professors, and researchers. This survey found that an importance of "Decentralization of the Provincial & Metropolitan Governments" was very high, in reference to a measurement item. And the importance of "Expansion of local fiscal capacities", "Devolution of the central anthority", "Reinforcement of local government law" was all high, in reference to detail measurement items. According to the survey results, the central government has to implement the local income tax, promote to transfer the decentralization to the Provincial & Metropolitan governments, reinforce the local government law as soon as possible.
