After the post-Cold War period, most of modern societies are becoming more multicultural but racial and ethnic conflicts still remain and cause strife in the national security and development. Thus, the leadership of a national leader requires not only the competence to carry out policies but the ability to establish a balance that facilitates social unity as well as economic prosperity. In this respect, discussions on Nelson Mandela, the former president of South Africa, is still very important. Especially, Mandela was at the forefront of democratization of Africa and presented an ideal model of what a leader, not just a political ruler, should be. South Africa ended apartheid that had lasted over 300 years, and abolished many racially discriminating laws. However, the South African society is still going through a transitional phase as it is deeply rooted in old traditions of social, cultural, political and economic inequality and imbalances.
The current paper examined the three variables of his character, political philosophy and policy performance in Nelson Mandela’s presidential term during the chaotic transitional phase following the end of apartheid. These variables were very useful in evaluating the policies in terms of contribution to the national development and popular demand. They can also help to overcome the limits of leadership. Mandela had an accurate understanding of the demands of the times. South African society had to evolve past the disjuncture from the tragic past where the blacks were oppressed, and move towards reconstruction. In particular, Mandela left with a strong moral message that a political leader should not monopolize power but observe the principles by resigning from the presidential office. He did not follow the common example of powerful leaders in African nations who exercise authoritarian rules. Leaders need the ability to adapt to changing situations. Hence, the ability, vision and qualification of a leader do not arise from mere personality but should be used to overcome systemic limitations and difficult political environments.
