This study is designed from acknowledging that a decrease in population influences local decline or deprivation. I, therefore, try to suggest policy measures and strategies for taking care of the phenomenon. Except several metropolitan areas, population decrease becomes a pervasive and it will be a major problem to most local governments in korea near future. I select three local governments that have experienced a strongest decrease in population last 15 years, and then take a survey and depth interview to local residents, local government officials and central government officials related. From the survey and depth interview, my findings are as follows. First, there is a different viewpoint among local residents, local government officials, and central government officials in terms of major factor and policy measures for population decrease and local decline. Second, a similar difference is found among city, county, and metropolitan district selected, for their size, economic base are different. Third, population is moved from small cities and counties to larger central cities in local scale.
