This paper aims to analyze the determinants of business operating rate and to find the policy implications for development and management of industrial district For achieving these purposes, this paper use nationwide data which include physical attributes, land use planning location and regional features. As a results of analysis, the determinants of business operating rate of industrial district are the passed year to development, average land area, unsold land ratio, characteristics of industrial district type and so on. Especially, functional form of the passed year variable was analyzed to quadratic form. These results mean the necessity of somewhat time in order to maximize the business operating rate of industrial district and regeneration efforts of deteriorated industrial district. As well, it suggests policy of land management"s significance to prevent land downsizing. Lastly, to utilize the existing industrial district, this paper suggest the demand-oriented land development system.
