The Industrial complex renovation project, unlike the new development of the industrial complex, has some limitation in its promotion by the public sector alone in that the ownership of land within the industrial complex is transferred to the private sector. Therefore, the private sector needs to participate actively in it. But its actual participation is poor due to many regulatory conditions. Therefore, this study attempts to make a theoretical investigation of the industrial complex renovation project and the scheme for revitalization of private sector’s participation in it through the analysis of their previous studies. And the focus group interview was conducted for the private firms attending the industrial complex presentation in 2010. And the in-depth interview was conducted. Then the practicable plan for revitalization of the private sector’s participation in the renovation of industrial complexes was presented. As a result, the following findings were obtained:
First, it is necessary to establish the plan to reinforce the stability and profitability of the industrial complex renovation project through the introduction of a new financing method such TIF and the like as well as direct and indirect financial support such as gap financing and profit guarantee. Second, it is necessary to improve profitability through tax incentives such as acquisition tax, registration tax, transfer income tax, corporation tax and the like. Third, it is necessary to provide the private sector to particfipate in the renovation of industrial complexes through the legal and institutional support of all kinds such by the enactment of special laws and to reinforce project profitability through the extension of the floor area ratio and exemption from the redemption of development gains and the like. Fourth, it is necessary to induce the private sector to participate in the industrial complex renovation project by reducing project procedures and engaging in incessant PR activities.
