The purpose of this article is studying the position of Munkwa (文科, the civilian service examination) and the charactler of core-authority in the 17th and the former 18th centuries, by recognizing the change of standard and the expansion of passage in relation to the promotion to Six grade-official duties of the passers of Munkwa.
As Bungdang politics(朋黨政治) and Hwanguk politics(換局政治) were unfolded in the 17, 18th centuries, passers of Munkwa increased, making it very difficult for passers to be promoted to the Sixth grade-official duties. Thus, at the second year of King Gwanghaegun(光海君)’s reign(1610), the crileria for promoting of the passers of Munkwa to the Sixth grade-official duties changed from the order of deployment in the four offices to the period actually served. The new crileria were legislated to be listed in 『Sokdaejeon(續大典)』.
Furthermore, to facilitate the promotion for the passers of Munkwa to the Sixlh grade-official duties, promotion channels were expanded in the 17lh and the former 18th centuries. The number of low-ranking civil service officials al Seungmunwon(承文院) to the Sixth grade-official duties increased from 2 to 3 a year and the Civil service special examination(文臣 重試) and the Civil service palatial garden examination(文臣 廷試) were expanded into a channel to the promotion to the Sixth grade-official duties. This was legalized to be listed in 『Sokdaejeon』. In addition, When passers of Munkwa were promoted to higher ranking positions, the civil local office Chalbang(察訪) in the Sixth grade-official duties for handling rituals and Sagwa(司果, Sixth grade-official duties in Seoban) were additionally hired.
As such, when passers of Munkwa were promoted to the Sixth grade-official duties, the office for handling rituals was expanded to the Sixth grade-official duties of Seoban (西班), suggesting that the Munkwa’s original function of selecting civil officials, and its position gradually changed after the 17th century.
