Parking demand management is one of important policy to restrict use of cars, but there is not an objective analysis to measure the effect appears caused by those policies. For those reasons, this study is consisted of three phases. One is to build a concept of a model considering mode share, two is to analyze effects of policies when parking taxes and parking fees are raised, and finally estimate proper parking costs with the model. The model was developed by using two types of the game theory which are Stackelberg game and Cournot fame, thus two types of model were developed and compared. The model has bi-level form consisted of an objective function minimizing the social cost in the upper level and traffic assignment problem in the lower level. Based on the developed model, analyses were performed in test networks separated by a medium size and a large size. Bundang Bundang was analyzed as a medium size network, and the result is that current level parking fees does not need to be increased. In the case of Seoul as a large size network, Gangnam-parking charges have increased noticeably reduce congestion, and decreased social costs. It is very import work because this model can be used and applied for future development of parking policy evaluation model.
