Digitalization of broadcasting system affects all aspects of social life such as economy, cultures and politics. Recently, digitalization of broadcasting system accelerates the convergence of broadcasting and communications so rapidly that many kinds of new media using broadcasting and communication technologies are introduced into the real life in real-time.
The success of the convergence environment of broadcasting and communications is mainly dependant on developing new media services and securing broadcasting infrastructures. Key factor of securing broadcasting infrastructures is how to enlarge the usable frequency resources and to make required financial resources.
This paper reviews the several factors of recent digital broadcasting environments and analyses the digital broadcasting status of the advanced countries. Forecasting of frequency demands to meet the digital convergence environment is deeply analyzed and new technologies to utilize frequency resources efficiently are introduced. And proper frequency policies which can meet the convergence environment and guarantee civil rights are suggested.
