The paper tracks how logistics infrastructure concentrated first in the Pearl River Delta, then followed in the Yangtze River Delta and more recently, it is accelerating in the Bohai Rim. These facilities developed on the back of export-driven economic policies with foreign container terminal operators, usually from Hong Kong, which built and managed container ports. These facilities by definition then started to serve as China-based centers of gravity for logistics clusters. Logistics clusters have developed a commercial dynamic that has replaced the state-driven investment game plan. Chinese container ports have to deploy every efficiency trick in the book to get past the capacity squeeze during the next several years. Ports in China"s north, east and south and even up the Yangtze are expanding rapidly, but much of the new capacity will only be able to come on stream during 2007-08. During the last century, control over ports was conducted by both the central and local governments, however, the local government has gained the role of primary decision maker. Amongst the highlights of logistics policy, the State Council approved the establishment of Dalian Dayaowan Bonded Port Area last August. It will be the third such area in the country after Yangshan Port in Shanghaiand Dongjiang P0l1 in Tianjin. The Chinese government hopes that several of the more successful FTZs can be seamlessly linked to the ports to create two or three super free trade zones modeled along the lines of the trading gateways such as Hong Kong and Singapore.
