This study aims to research the communicative rationality between community organizations and public bodies in the process of designation and cancellation of "Urban Renewal Acceleration District". This research was proceeded by interview of key players of the community organizations and public bodies. The interviewees were selected through snowball sampling method by which one interviewee was introduced by another. Based on the communicative planning theory, it was examined whether the public bodies and the community organizations could build communicative rational relationship. The results are as follows. First, public bodies failed in presenting enough information to the residents. Second, there were no adequate channel through which information can flow. Third, public part and community organization did not rely on each other. As a whole, they could not establish communicative rational relationship. Based on the research findings, we could infer as follows. First, planners should give effort to present accurate information to the residents. Second, planners should understand residents" needs and the site conditions of the area. Third, governance should be built which incorporate whole residents" interests.
