In recent times it has become fashionable to describe major changes in the history of ideas as ‘paradigm’ shifts. This article describes the evolution of planning theories in a paradigm perspective. Since the end of Second World War, ideas about urban planning have changed significantly. Especially as part of urban planning studies, planning theories have been evolved and/or developed too. Overviewing the history of urban planning thought upon some criteria, I insist that there have been three outstanding changes in planning thought over this period. I think four theories are qualified as paradigm: physical planning theory, theory of rational planning process, theory of transactive planning, communicative planning theory. I examine them in the following aspects. First, I examine the prevailing conception of the nature of urban planning as a discipline: that is, the view which most urban planner held in the post-war years about the kind of activity they were engaged in. A useful way of approaching this is to imagine a leading urban planner of the post-years being asked by an intelligent layperson: ‘what is urban planning?’. Second, I examine the main views held during the post-war period of what the purposes or aims of urban planning should be. This necessarily involves an inquiry into the values which underpinned urban planning at this time: that is, I examine the normative theory of planning which predominated in these years.
