This article analyzes the influence of social capital on citizen participation in regional cities, using two dataset from Korea and China. Social capital and citizen participation are measured with same questions that developed for metropolitan cities in precedent studies. Social capital is surveyed in two dimensions: the level of the general trust and the level of individuals' involvement in informal social organizations or networks. The degree of citizen participation is calculated on citizen activities like contact, debate, and appeal to leader of resident community. Findings confirm mostly the precedent on metropolitan cities such as Beijing, but that show little difference. Social capital is abundant in regional cities, while the general trust is higher in China and the individual network activity is higher in Korea. Two citizen participation make statistically significant difference: higher in China than in Korea. Lastly findings show that there is positive relation between social capital and citizen participation, which verify the findings of precedent researches.
