There have been two groups within the anti-dictatorship opposition camp in the 1970s and 1980s in Korea, that is democratic right and left. While the latter was composed of National Liberation, People’s Democracy, Leninist, neo-Marxists, progressive liberal, and other diverse groups then, it is now composed of progressive feminists, radical ecologists, autonomist, social democrats, old radical groups, etc. In this paper, the author argues that we are confronted with a new task, that is making a new alliance relation among different democratic left, on the one hand, and forming a new radical democratic popular front against the contradiction of the neo-liberal globalization and post-democratization. In addition, the author also argues that there is a need for a new radical democracy project(radicalization of democracy one) around such a new alliance and front.
In the wake of the modern civil revolution in the Western societies, democracy was founded, on the one hand, and capitalism led by the bourgeoisie, on the other hand. Thereafter, “a war between democracy and capitalism” started and developed itself. In South Korea, such war proceeded after the Great Democratic Struggle in 1987, which is parallel to the modern civil revolution in the Western societies. Radicalizing democracy in this war means that the people pursue making and coercing a human and social control mechanism on the capitalism itself and finally going over it, by way of extending radically the potential egalitarian ― albeit limited ― principle of democracy. It means that we should not look at democracy as the so-called “political shell” from a view of economic reductionism, and secure a eternally new space of struggle against capitalism and keep a narrow corridor to go beyond capitalism.
Based on such a discussion, the author analyzed the process of political change in Korea from a view of “the war between capitalism” and democracy. Especially the author focused on the period after the year 2008, in which the neo-conservative government emerged, which meant not only a change in the government power holder, but also a start of a new period of postdemcoratization under the global influence of the neo-liberal globalization.
In this new condition, the democratic left should form a new radical democratic war front politically and popularly against the contradiction coming from the neo-liberal globalization and post-democratization. This radical democratic political front includes two tasks: forming a new relation between the democratic left and the people, on the one hand, and making a new relation of solidarity among diverse groups of democratic left, on the other hand. Finally, the author argued that a “complex anti-neo-liberal politics” is needed in relation to the first task, and, “a new order of alliance within differences” in relation the second one.

1987년 6월 민주항쟁으로 정점에 이른 반독재 민주화운동 내부에는 일종의 ‘민주주의 우파’와 ‘민주주의 좌파(democratic left)’가 존재하였다. 1987년 당시의 민주주의 좌파는 NL, PD, 레닌주의, 인민민주주의, 네오마르크스주의자들, 진보적 자유주의자 등으로 구성되어 있었다고 한다면, 이제 그것은 진보적 여성주의자들, 급진생태주의자들, 자율주의자, 사회민주주의자 등을 포괄하는 식으로 변화하였다. 이들이 다양한 현실형태의 민주주의 좌파들 혹은 급진민주주의자들이라고 생각한다. 한편에서는 이들 다양한 민주주의 좌파들 간의 새로운 동맹관계를 형성해내며, 현단계 투쟁을 한 단계 높은 대중적 투쟁으로 급진화시킬 것인가 하는 것이다. 바로 그 연결지점에 ‘민주주의의 급진화’ 프로젝트가 존재한다. ‘민주주의의 급진화’ 프로젝트는 신자유주의 지구화시대 / 포스트-민주화 시대에 대응하여 민주주의좌파가 신 자유주의적 자본주의를 넘어서기 위한 민주주의 좌파의 새로운 프로젝트라고 할 수 있겠다.
근대 시민혁명 이후 한편에서는 민주주의가 정립된 반면에, 다른 한편에서는 부르주아지가 주도하는 자본주의가 정립되었다. 이후 근대의 과정은 바로 ‘자본주의와 민주주의의 전쟁’과정이라고 할 수 있다. 한국에서도 1987년 6월 항쟁 이후의 과정이 바로 이런 의미를 담고 있다. 여기서 급진민주주의 지향이라고 하는 것은 민주주의가 내장하는 ― 제한적이지만 ― 잠재적인 평등성을 급진적으로 확장하는 것을 통하여 ‘자본주의와 민주주의의 전쟁’에서 전자에 대한 사회적ㆍ인간적 통제와 극복을 가능하게 하고자 하는 지향이라고 할 수 있다. 민주주의를 경제환원주의적 시각에서 자본주의의 정치적 외피로만 파악하지 않고, 민주주의의 급진적 잠재력을 확대하는 방식을 통해서 자본주의에 대항하는 지속적으로 새로운 공간을 확보함과 동시에 자본주의를 초월해가는 매개적 통로를 확보하고자 하는 지향을 의미한다.
이러한 전제적 논의 위에서, 필자는 1987년 이후 한국사회의 전개과정을 자본주의와 민주주의의 관계를 중심으로 살펴보았다. 특히 필자는 2008년 한국에서 신보 수정권의 출범이 단순히 정권담당세력의 변화만을 의미하는 것이 아니라, 한국사회가 ‘포스트-민주화’ 시대에 들어섰다고 보았다. 결국 민주주의 좌파는 신자유주의 지구화 시대 / 포스트-민주화 시대 다양한 민주주의 좌파들 간의 새로운 동맹관계를 형성해내며, 어떻게 주도적으로 현단계 투쟁을 한 단계 높은 대중적 투쟁으로 급진 화시킬 것인가 하는 과제에 직면하고 있다고 생각된다. 이를 위해서는 신자유주의 지구화 시대 / 포스트-민주화라는 조건에 대응하는 ― 1987년 이후의 민주화 시대의 ‘자본주의 대 민주주의 전쟁’ 질서와 구별되는 ― 새로운 급진민주주의적 정치전선을 형성해내는 것이 필요하다는 것을 주장하였다. 이러한 포스트-민주화 시대 급진 민주주의적 전선은, 첫째는 진보세력, 그 일부로서의 민주주의 좌파와 대중의 관계의 새로운 구성이며, 둘째는 진보세력 내부에서의 민주주의 좌파들 간의 연대ㆍ동맹 관계의 새로운 구성을 내포한다고 주장하였다. 전자와 관련하여 필자는 복합적 신 자유주의정치의 필요성을, 후자와 관련하여, 적녹보 동맹으로 상징되는 새로운 ‘차이 속의 동맹질서’가 필요하다는 점을 주장하였다.
