In the middle of the development pressure constantly forced by modern civilization, urban residents have made many efforts to conserve the history of cities. However, most cities are in trouble a difficult situation to keep the coexistence of conservation and development. Most of Korean cities, also, have leaned toward development. In this recognition, the purpose of study is to analyze the conflicts between urban development and conservation of historic environment in Baedari area, Incheon which survived the danger of being disappeared recently. Eventually it tries to find out the reasons of conflict and inherent relations. In this study, process of conflicts is categorized by five stages; 1) birth of conflict period, 2) expansion of conflict period, 3) mitigation of conflict period, 4) transition of conflict period, and 5) mediation of conflict. And this study examines the details of conflict for each period and roles and relationship of conflict parties. The most important result from exploring the parties's try and role is resident's strong pride and affinity and love for the region. And this study found that a sufficient time for the community agreement should be allowed to resolve conflict between conservation of historic environment and urban development.
