Design Guides of England and Rahmen Plan of Germany are examples of non-statutory planning instruments. As informal planning instruments, they provide guidelines needed for physical design of the districts in urban areas. However, non-statutory planning institutions in South Korea is mainly concerned about planning and constructing infrastructures for individual development permissions. The official statutory planning could not support to provide infrastructures in a timely and appropriate way. In the current urban planning administration, many cases are monitored that Non-legal Planning might play an supporting role in the provision of infrastructures in a timely and appropriate way. This paper introduces several cases and interprets mechanisms in these planning instruments. The analysis shows that the non-statutory planning measures could be used in the negotiation process between the public and private sectors.
