Based on recent regional studies such as theories of 'industrial district', 'innovative cluster' and 'regional innovation', this paper analyses the formation and development of industrial districts in Korea. I focused on the case of Panwon-Sihwa industrial complex and its neighboring city Ansan. In particularly, this paper explores the characteristics of the Korean industrial districts built by the Government in the era of 'Developmental State' and proposes prerequisites and conditions for take-off toward a innovative cluster.
For this goal, I investigate the differences between the industrial districts in the western world and those in Korea with respect to spontaneity, externality. Then, I explain how and why the unique type of industrial district comparing to that of western societies could have achieved the good performance in Korea. Specifically, I put emphasis on geographical proximity effect toward Seoul Metropolitan area, instead of externalities, as the key factor of the regional development at Ansan.
