Medical payment system is a social security program to protect needy, who are Korean citizens, especially those who are in difficult situation to make out the minimum level of living, from their burdens of paying medical expenses. However, the purpose of the government medical care program to provide financial assistance to qualifying people who cannot finance their own medical expenses and the policy administration procedures therewith have been degenerated, and also those political, economic and sociocultural factors involved with the government, the government program paid medical providers, and medical beneficiaries have caused this medical care program for the nation to reproduce excessive use of medical payment system. Because of these facts and flaws, this medical care program executed by the government has been relegated to the role of bringing merely harmful factors to the health of medical beneficiaries.
This indicates that powers in specialized world of medical services and economic power act on them simultaneously on account of progress of medical service market economy system. And, medical beneficiaries are the weak in the social aspect, also recognition for benefits received from the government has been changed comparing to that in the past. In addition, beneficiaries do not trust the government policy any longer, for such a policy measure taken by the government one-sidedly as, "Limit of Medical Payment," of which purpose was to reduce budget expenditure has not been implemented with plenty of time to review and to get consensus of citizens. In this respect, it can be said that the government has brought about an result in that beneficiaries are forced to endure sacrifice of their benefits due to the influence of political and economic power.
