To review the characteristic of Korean heavy and chemical industrialization and provincial economy problems in the 1970s, it is necessary to research a heavy and chemical industry complex which was one of the most important and distinctive strategies in Korean heavy and chemical industrialization policy. According to this need, this paper shows and evaluates the formation and development process of heavy and chemical industry complex policy in the 1970s through analyzing the first public materials and newspapers of those days.
The Korean heavy and chemical industry complex policy in the 1970s can be admitted to be a successful one in terms of strategy, timing, and cost. It contributed to the edge of Korean industrial competitiveness. In the mean time, it also revealed some problems in connection with the regional long-term economic development bases, disequilibrium of human resource distribution, environmental pollution, industrial water, and the intra-provincial balance.
The Korean heavy and chemical industry complex policy in the 1970s can be admitted to be a successful one in terms of strategy, timing, and cost.
