There are lots of evaluation systems for the performance of government policies and activities, but the legislative activities can be evaluated only by elections at the intervals of 4 years in Korea. In order to strengthen our local autonomy system, we need to review local councils' activities more systematically and more regularly and make the evaluations open to the public.
This study is building up a comprehensive model of the indicators of local councils in Korea. There are four categories of indicators to evaluate local councils ; representativeness indicators, input indicators, activity indicators and output indicators.
Unfortunately, it is difficult to agree on any universal set of indicators for the performance of local councils. For this reason, we need to be cautious in using these indicators to compare local councils in different areas and periods. Though we have difficulty in evaluating local legislative activities objectively, we can expect to raise the quality of representative activities by introducing these indicators in this study.
