This paper presents a detailed study of the information exchange and synchronization mechanism reflected in the design and implementation of the standard work management system for agencies either under the control of or indirectly associated with a government’s ministry (formerly the Ministry of Information and Communication, hereinafter referred to as the MIC), which was developed and structured by the MIC and the Institute for Information Technology Advancement (hereinafter referred to as IITA). The system was designed on the basis of work handling methods suitable to the structure of the government and the agencies under its control. To share the accumulation of data in real time, Web services and the SOAP protocol were used to exchange information. Furthermore, to improve the accuracy of data, an effect verification module was designed and developed, and a mechanism was implemented to identify, filter and synchronize any errors in the data transmitted to the portal system from the package and ASP system. This research enabled the real-time distribution of data to be shared between the relevant public agencies and helped to ensure data accuracy, thereby resulting in a dramatic improvement of the work processes.
