The U. S. Army Corps of Engineers (USACE) is responsible for more than 200 billion dollars of water resource infrastructure assets that provide a diverse and critical service to the Nation. As stewards of these assets, USACE has a tremendous responsibility to the U.S. Congress and to the American taxpayers to sustain this infrastructure at its highest level of performance. Our goal is to build and protect resilient communities and infrastructure, plan and manage sustainable water resources for future generations, protect and restore healthy ecosystems, ensure effective and adaptive project performance, and seek and reflect excellence. As service life of this aging infrastructure extends beyond the design life, it is imperative that we have an integrated corporate plan for inventorying, evaluating, and categorizing those assets. USACE has completed condition assessments and performed risk analysis on certain classes of assets within its portfolio. This paper presents several national assessment tools, systems, and processes for evaluating the condition of specific civil works infrastructure assets. These assessments provide the baseline for more detailed risk analysis and will be critical in risk management decision-making. They assist the organization use an investment strategy for operation, maintenance, and infrastructure enhancements to improve reliability, minimize risk, and meet projected civil works assets demands. All elements of this asset management plan will advance USACE's strategic goals and mission.
